This Hero Pack contains Black Panther — Shuri, rather than T'Challa — with her fifteen signature cards and a full assortment of Justice cards, as a 40-card Justice deck ready to play out of the packet. The deck is built around minion management and the warriors of Wakanda, which is Justice doing what Justice does: dealing with the crowd before it becomes a problem.
