Red-Haired Shanks turns up in the first chapter, loses an arm saving a child from a sea king, hands over the hat that ends up naming an entire crew, and then spends the better part of a thousand chapters being talked about rather than seen. On the rare occasions he does appear, the plot moves. Very few characters in modern manga have been used this sparingly to this much effect.
